For a resort course, it is very good and easy for most golfers. You don't have to worry too much about the course as it is 'what you see is what you get.' Over priced "Muni" course...Flat and straight and no imagination. The only aspects that set it apart are the many bunkers and the challenging/nicely kept greens. Monarch is way overpriced. The best time to play is during summer late afternoons. The sunset views are awesome and the course is usually deserted after 2PM and the price is more reasonable.
