The runaway truck ramp, something I never have heard of or had seen until then and which became a common sight on Colorado highways, is a dirt off-ramp that goes up a manmade or natural hill used as a last resort for trucks and other large vehicles whose brakes have suddenly died on them. more on Epinions.com
